BY-LAWS
I. Purpose:
A. Harlan Yacht Club
(hereinafter referred to as HYC) shall be
dedicated to providing the novice and
seasoned sailor with the opportunity for
social sailing activities and club sailboat
racing. Emphasis will be upon providing an
environment that encourages improvement of
our sailing skills while enjoying the
camaraderie of like minded people.
II. Organization:
A. There shall be four
elected officers responsible for the
activities and operation of HYC: Commodore,
Vice Commodore, Treasurer and Secretary. The
offices of Treasurer and Secretary may if so
desired be combined with both duties being
performed by one individual.
B. Club officers will be
elected at the annual meeting and serve a
period of two years.
C. After fulfilling a two
year term the Commodore may either:
1. Remain a nominee for
the office of Commodore and thus run for
reelection against any other nominees.
2. Step down as
Commodore. In this event the active Vice
Commodore will assume the office of
Commodore the a two year term. A new Vice
Commodore will then be elected by the
members.
D. The active Treasurer and
Secretary can, after completion of two year
terms, declare themselves a nominee for their
current office or may resign their current
post and be nominated for another office.
III. Membership:
A. There shall be one
category of HYC membership and shall be
inclusive of the named members' dependent
family members.
B. Membership shall be from
the date on which dues are paid and terminate
at the date of the next year's annual
meeting.
C. Prospective members
shall be allowed to participate in two
"Club level" races or HYC social
events, but shall be expected to become paid
members thereafter.
D. Advertised, named
regattas conducted by HYC shall be open to
non-HYC sailors without expectation of
membership.
IV. Meetings:
A. There shall be an annual
meeting of the HYC between January 1st and
March 1st, which shall be announced to all
members at least two weeks in advance.
B. Special meetings may be
scheduled by the Commodore or by a two
-thirds majority of the HYC members. However,
the business conducted during these special
meeting must be limited to specific
pre-planned topics. Notice of all special
meetings must be given via US Mail no less
than 7 days prior to date of meeting and
shall include a description of all topics to
be discussed.
C. The place, time and date
of all meetings is the responsibility of the
Commodore.
D. All meetings shall be
presided over by the highest ranking HYC
officer in attendance and shall be conducted
in an orderly fashion.
V. Voting:
A. A majority of all
members of the HYC, present at a properly
advertised meeting shall constitute a quorum.
B. There will be one vote
per membership.
VI. Dues &
Expenditures:
A. Membership dues shall be
set at the annual meeting for the following
year and will be collected by the Treasurer
of the HYC.
B. All dues collected shall
be placed into a general fund to be used at
the discretion of the elected officers for
the day to day operation of HYC and for the
purchase and maintenance of equipment and
materials deemed necessary for club
activities.
C. All proposed
expenditures must be heard by all elected
officers and must be approved by a simple
majority of the officers. Once an expenditure
has been approved the Commodore shall then
direct the Treasurer to undertake steps
necessary for said purchase.
VII. Standing
Committees:
A. The Commodore shall
appoint members to a Standing Race
Committee and a Standing Social
Committee. These committees shall have
the following responsibilities:
1. Standing Race
Committee: To plan the years race
calendar, recruit individual event
chairpersons and ensure that these
event chairpersons properly plan and
carry out the event. The race
committee will be required to
maintain all of the club's race
equipment and be responsible for
making all necessary equipment
available to event chairpersons.
Event chairpersons shall be
responsible for the purchase of all
event related items such as trophies
and awards.
2. Standing Social
Committee: To plan the years social
calendar, recruit individual event
chairpersons and ensure that these
event chairpersons properly plan and
carry out the event. Event
chairpersons shall be responsible for
the purchase of any and all event
related items such as food and
beverages.
3. It will be the
responsibility of both committees to
coordinate their plans and make sure
that each event is self supporting
and not a drain on the HYC treasury.
VIII. Amendments:
A. These by-laws may only
be changed at the annual meeting or at a
special meeting called by the Commodore. In
case of a special meeting, all members shall
be advised of the call and the nature of the
proposed changes to be voted upon at least
ten days in advance of the meeting.

were voted into effect by majority vote of
all members present during the 1998 Winter
Meeting on Feb. 21, 1998

With the first regatta of 1999 in the
books, Aurora sailor John Stuchlik
has bragging rights for the next two
months, until compitition begins on
the water at Harlan.
Recovering
from a freak dismasting, Stuchlik's
boat "Foul Language" was
able to decipher the tricky, shifting
wind conditions on the Gutter River
to come roaring back and claim
victory in the final time trials.

closest competitor by nearly 2

Yacht Club Welcomes Sailors at Boat
Show |
| Thanks to the
generosity of organizer John Gerber and Super Sport Marine, HYC went public this
weekend with a booth at the Kearny
Boat & RV show. Harlan
Yacht Club Sailors', Gary & Cindy Robinson, Eric Liebers, Jay Sawyer and Todd Nichol were on hand over the
weekend to work at the "Sailing
Clubs" booth. On
display were information about Harlan County Lake and the upcoming Winter
Meeting and Hard Aground Party.
Video tapes, provided by Jay Sawyer
and Tom Day were shown throughout the
weekend.

Yacht Club and their
volunteers; Ray &
Judith Geiger and Doug
Deterding. JLYC
displayed some interesting nautical
items and a very nice trophy that Ray
brought back from the Trans-Mac.
The two clubs worked together to help
introduce the crowds to the fun and
excitement of sailing and the
benefits of being involved with yacht
club. During peak
attendance times, several hundred
visitors an hour were walking through
the various displays of boats,
campers and other outdoors related
items.
